If we mean tourist arrivals, then the Forbidden City in Beijing seems to win out, drawing more than 19 million visitors in 2019, although visitor-management strategies have reduced this somewhat to around 9 million annually.
However, figures might be different if we mean foreign tourists, or maybe if we exclude repeat visits by the same individuals in the same year. Also, a “visit” isn’t necessarily for tourism. The place on Earth where most people pass through may well be Shinjuku Station in Tokyo – some 1.2 billion people visit this location annually. Many will be the same people making several hundred visits a year, of course.
At the other end of the spectrum, there must still be isolated spots in the Pennines in England, as well as in the Welsh and Scottish mountains, where no human foot has ever yet trod.
