dioxide emissions and reduce the distance people drive by car, say Stephen
Plowden and Mayer Hillman in Speed Control and Transport Policy (Policy Studies
Institute, £14.95 ISBN 0 85374 692 3). The argument is original and
stimulating. The Department of Transport will, of course, ignore it. Which goes
a long way toward explaining the mess we’re in.
